Of course NGO needs a good relationship with the government under most situations, but sometimes those activist groups also go directly against decision makers, which is accepted by the whole democratic society. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;However, the development of NGO in China is quite different. As the NGO research expert,  researcher of China Science Institute in Environment Research Center, Mr. Kang Xiao Guang expresses: " In recent years  the amount of NGO has increased obviously. However, the real development of NGO is still low. The influence of these NGOs  to the political and economic aspects of Chinese society is still limited. According to international NGO standard, these can not be counted as real NGO."&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;One of the main reasons is that in current political system, each NGO has to be supervised by two seperate government departments, which then results in neither department being willing to take the responsibility to supervise.  Then without the official recognition, NGO can't be legally recognized. The lack of communication and trust between the two sides then restrict the development of NGO.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;And that's exactly why NGO should pay more attention to lobbying in terms of developing in China.  Even if you are a NGO, you need to keep a close relationship with the government. That's how things work out in China.  Don't dream of becoming an activist group and express ideas by parade. Such things dont exist in this country.&lt;/div&gt;&lt;div&gt;All the biggest NGO in China, such as China Red Cross, Soong Ching Ling Foundation(SCLF)&lt;span class="Apple-style-span"   style="font-family:arial, sans-serif;font-size:100%;"&gt;&lt;span class="Apple-style-span"  style=" -webkit-text-size-adjust: none;font-size:12px;"&gt;, &lt;/span&gt;&lt;span class="Apple-style-span" style="-webkit-text-size-adjust: none; "&gt;China Youth Foundation, are all seen as "semi-government" organizations, while others like Oxfam, Greenpeace and WWF all have their ways to develop: Oxfam is based in Hong Kong to keep its independence, Greenpeace  hires former employee (Ms. Yong Rong) of Chinese Embassy in Africa as the Executive Director of Government and PR, while WWF, being the first one to sign the agreement and accept the supervision of the Ministry of Civil Affairs, has always been in a good relationship with the government. None of those really successful NGOs can afford to lose the support of the government.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"   style="font-family:arial, sans-serif;font-size:100%;"&gt;&lt;span class="Apple-style-span" style="-webkit-text-size-adjust: none; "&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"   style="font-family:arial, sans-serif;font-size:100%;"&gt;&lt;span class="Apple-style-span" style="-webkit-text-size-adjust: none; "&gt;The latest PR event initiated by WWF is the &lt;a href="http://www.earthhour.org.cn/"&gt;Earth Hour&lt;/a&gt;, which has won great media coverage (especially online), and WWF successfully convinced 33 governments in different cities in China--which is an astonishing triumph, if anyone has any idea of how difficult to persuade a Chinese local government to join in something that does not necessarily and directly link to the "official achievements". The strategies can be concluded as two main methods, one is to invite celebrities to become spokesperson and gain publicity and awareness from the public. And the other way is to take action against cruel animal treatment. Its key messages are: becoming a vegetarian to save the planet and anti fur in fashion industry. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Generally, the public takes a hesitate attitude towards vegetarian and anti-fur action.Thousands of years' culture has made being a vegetarian more connected to Buddhism, while normal daily Chinese food contains various vegetables and sometimes it doesn't make any differences between normal food and vegetarian food. Chinese people take food as part of the culture and holds pride for it. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;However, the celebrity approach PETA Asia has taken has shown quite great influence to younger generation who are more concerned about environment and global warming. And then their opinion will influence the whole family. Most people got irritated and think PETA is being "ridiculous".&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;One Douban user said: "No more dogs and cats for food, that's what we are supposed to do. No chicken and no fish? That's just too extreme." &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;div&gt;Days after the campaign launched, a new online campaign was set up by Douban users, called "Veges are your friend, not food." Articles have numerous visits and been copied to all major forums, which has clearly effected PETA's reputation among online communities.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;To try to convert Chinese people into vegetarians, it takes time. Nobody could change overnight from eating dogs into becoming friends with fish.  Years of efforts from PETA and other NGO such as WWF has greatly improved the situation for animal rights in China. However, it should not be taken for granted that the same pace would work to change people's eating habits. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Nothing extreme can work out in China, and the fundamental reason lies in Confucianism. Maybe it is not accurate to say that the country has no political PR as the political propaganda to the public and to foreign visitors are also part of the special political PR. And I have to admit no matter how ridiculous we think it is, North Korea is doing an excellent job of political propaganda to the people.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;A lot of pictures in North Korea taken by a Hong Kong resident called himself Pazu (online ID) who has paid a recent visit there. They dont get to see both sides of the coin, and they dont have a say. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;And there is no need for political PR in that country.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In a democratic society, political PR does make politicians into jokers or celebrities, and it does spin or twist the fact under quite a lot circumstances, and sometimes it is not good for the public interests.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;But does that mean it's harmful for the democracy?&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Spin or not, lie or not, it still is a way of communication, it provides the public options to choose to believe or not, to support or oppose,  its own existence is built on a democratic social system where everyone gets to express their opinions, and gets to choose which side of the story they want to believe.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;With political PR, politicians can be dressed up really nicely or destroyed in two days. And the public gets to see the whole process of how it's done. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;You may not like it, but you cant deny it's part of the democracy.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Coming from a country where is far less democratic, I'd love to have political PR as a proper industry one day in my home country. by Larissa A. Grunig, and Linda Childers Hon, there are&lt;span class="Apple-style-span"  style="font-size:medium;"&gt; already explanations in print on why women have been welcomed into public relations. Donato (1990) provided seven reasons: the sex-specific demand for women, women as a "better buy", new publics, female-intensive industries, affirmative action, gender ideology and women's attraction to public relations.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;My opinion is biologically, women being naturally good at communication is the advantage to PR industry. But it does not necessarily mean women can or will run PR.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;b&gt;The matter of "can"&lt;/b&gt;&lt;br /&gt;With more social development, although it's still physically challenging (long working hours, great pressure), nowadays women has little obstacle for can or can not run the industry. Actually, those few female leaders in PR industries all have excellent performances in career.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;b&gt;The matter of "will"&lt;br /&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;However, not all women are willing to sacrifice so much for work. Compared to the unfixed and long working hours, constant pressure in PR industry, more and more women choose to return to family. &lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;b&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;b&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;&lt;b&gt;The Reality&lt;/b&gt;&lt;br /&gt;If you are young, it is perfect to have some experience in the industry, tough but rewarding. However, as the age increases, pressure from family life and the glass ceiling in work environment push women away from the role of managing the business in PR.  In my past experience, for all the agencies I used to work for in Shanghai, the only department where you get to see more middle-aged women is the finance department.  On the contrary, the Creative department are mostly for young boys, Account department are mostly for young girls, and they keep coming and going, in contrast with the relatively steady middle level management. &lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;b&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;b&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;For those ladies who choose to stay, quite frankly, there are sacrifices in life that can be felt whether they want to hide it or not. &lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;b&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;div&gt;And then the problem comes to personal values. I'm not saying that  those women who believe they can find balance between work and life in PR are over confident. It's just a bit unrealistic to be present everywhere when you have 3 client meetings in a day and your son's football match in the afternoon ( Don't even think about video meeting, in the era of high technology we all live, clients are quite often and unsurprisingly old school to insist on your presence; Or, watch the Oscar Nominee film: Up in the Air).  Imagine this day is a typical day in your life, it's obvious you'll have to come to a choice decision at some point in your career path.  And it's not about sexual discrimination, I believe women are born with the nature of the strong willingness and talents for taking care of the family. It's biological differences, not discrimination. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;So women running PR is not a problem of "whether you can", it's a matter about" whether you will". But is there a different standard for ethics in different aspects of PR practice? &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-US"  style="font-size:12.0pt;"&gt;&lt;o:p&gt;I think for those who work in the areas and campaigns which are related to the welfare and benefits of the public, there should be less allowance for the “grey area”. No matter it is for political PR, consumer PR or public sector PR. Practitioners should make sure the PR activities would not be part of the “scheme” that could possibly harm the public.&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-US"  style="font-size:12.0pt;"&gt;&lt;o:p&gt;However, for some other PR practice, it is purely personal choice to do the “spin”, such as Max Cliford, the man of celebrity PR. People have controversial opinions about him, as he’s always playing the trick to manipulate the media and create buzz-----but, for celebrities only. It’s different from starting a war, or running away from taking responsibility for product quality problems, or covering the truth that the public deserve to know. He is doing the publicity for the celebrities, and worst of the worst, the public got some annoying gossips and tacky headlines. All the manipulations and spinning is part of his work, no matter how others hate it, and how fluffy it makes our PR industry looks like, maybe Max Clliford hasn’t done the “right thing”, but he hasn’t caused any inconvenience to the “greater good” of the public, either.&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-US"  style="font-size:12.0pt;"&gt;&lt;o:p&gt;Therefore, I do believe ethics in PR industry should be treated differently in terms of different practice. To use it to help with the crisis, honesty should still be the priority in terms of PR strategy. With social media, people are having more close contact with each other, and any deliberate spin or made-up stories would be easily exposed, and influence  other peers. For corporate, building up a personal, sincere and active social media image is one of the best ways to help with crisis management. Without books, it will be the day without sunshine.  I want to have books."&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;This is a new charity event called "Love 2010", initiated by Microsoft China and China Population Welfare Foundation, sponsored by other corporations including Gettyimages. The event ask people for donations to specifically buy books for children in underprivileged areas.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;Microsoft has always enjoyed a relatively good reputation in China. In terms of consuming market, Microsoft still holds the first-choice place for most target audience, which could be greatly contributed to its success on CSR.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;Over the years, Microsoft China's CSR strategy is clearly more focused on providing education facilities. According to Corpwatch.Org:&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;"Since 1999, Microsoft China has provided nearly 4.5 million yuan ( US$ 542,000) to support computer skills training projects for laid-off and migrant workers in Liaoning, Sichuan, Guangdong and Shanghai.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;"Microsoft is committed to addressing the digital divide issue," said David Kay, deputy general manager of Microsoft China, "because we believe, as a technology company, our combined resources-including products, technologies, solutions and cash grants-can be most effectively utilized in tackling this issue."&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;In 2008, Microsoft says it will increase its investments in China next month by donating two fully equipped infowagons, open a Partners in Learning school, Launch a Family Education PC program for rural communities in Miyun county outside Beijing, and provide digital literacy content in libraries and iCafes across Xinjiang.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;One of Microsoft's advantages in communication to Chinese audience is the popularity of MSN. Following local brand QQ, MSN is the second biggest online instant messenger tool。 Although the total number of MSN users is 30 million, about 1/3 of QQ, most of its users are office workers with higher education, which means Microsoft would have more effective influence channel to the "elite" part of the whole population through MSN. And that's what exactly Microsoft has done. &lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;Through MSN, Microsoft has 30 million users to send update newsletters. Being a MSN user for more than 7 years, I have found out the newsletters are generally friendly and mild, not pushing and clearly noted "advertising" on the title, even most of the contents are not advertising, just software updates, charity , or some online events.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;In 2008, after the Torch Rally incident in Europe and North America, MSN China invited users to use the little red heart sign in their signature to show patronism. It implies how powerful MSN can be in terms of communicating with audience in China. Later, inspired Microsoft started another event, asking users to put another specific sign in the signature, with the promise of same amount of donations to sick children coming from the corporation as the user numbers who followed the "signature action". In conversation, the listener knows what is meant; because the speaker and listener share the same knowledge and assumptions, the listener can piece together the speaker's meaning. China is a high-context culture."&lt;br /&gt;&lt;br /&gt;"Chinese is a high-context language, which means that it is very different to English, Danish and the majority of other European languages. High-context means that to understand and be understood, you must have a keen understanding and sense of the social and situational aspects of your conversation. In short, Chinese has lots of unwritten rules, many more than in English, that are essential to create meaning. In high context languages, what is said, the meaning of the words, is only comprehensible in terms of many important social realities, most importantly, the relationship between the speaker and the listener."----Skip Bowman&lt;br /&gt;&lt;br /&gt;From various identifications, I sum up two interpretations of Chinese being high context culture:&lt;br /&gt;a). A lot of unwritten rules and meanings that are not said or verbally expressed during communication-----Chinese are silent and shy;&lt;br /&gt;b). Conversations contain a lot of extra meanings----Chinese are noisy and pointless.&lt;br /&gt;&lt;br /&gt;And they are both true. There are numerous examples to give from my past experience in agencies:&lt;br /&gt;Ask a supplier if something can be provided in time, his answer would be"Yes, but I need more time/it takes extra hard-working/I need to double check with my colleague/The traffic is terrible these days". All these would mean he wanted to increase the price;&lt;br /&gt;&lt;br /&gt;Pitch with a client, give him/her the creative idea. If the response was a short" That's good." + silence(not pause, the kind of silence in which the speaker doesn't even have the slightest intention to start the conversation again), it means" That's a crap idea and I dont want it.";&lt;br /&gt;&lt;br /&gt;Dinner with someone from the government side(which is a crucial part to build up your "Guanxi" in business), if for the whole three hours you find yourself into conversations that's all about his/her family/children stuff, dont lose patience. You are actually getting closer to become his "insider" and not very far from nailing the deal. However, if the dinner was short and focused on the business side only, you might not get much chance on it.&lt;br /&gt;&lt;br /&gt;According to Eaton Consulting Group, there are a few characteristic features in Chinese culture that are emphazied: a collective culture; Hierarchy; The Importance of Face; Guanxi; The influence of Confucianism and Taoism. I agree with most of the opinion but my perceptions are silently different with what's been said on their website. The following is based on my personal experience and understanding of our culture.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Collective Culture:&lt;/span&gt; True. Although it takes ages to walk out of our history, collectivism is having weaker and weaker influence on younger generations, and has caused some concerns regarding moral education for the future Chinese, as collectivism has always been morally admired while individualism tend to connect with rebellion.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;The importance of Face:&lt;/span&gt; Face, sometimes matters more than life. In some situations, Face is interpreted by Chinese as dignity. You need to keep your face all the time, and dont do anything that would lose someone else's face. That belief can explain why Chinese people avoid direct answers all the time: we do not want to make you lose your face by saying "no", so we invented thousands of different ways to indicate the meaning of "no" which can also save face to both sides of the conversation.&lt;br /&gt;&lt;br /&gt;Any kind of disputes, arguments or disagreements would be seen as potential causes leading to "lose face". Therefore Chinese people like to maintain the "harmony" even just on the surface. There's a phrase as "Speak in a gentle/nice way（有话好好说）", with the hidden meaning of "any problem can be solved if we speak in a rather indirect and kind and polite way."&lt;br /&gt;&lt;br /&gt;&lt;a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://1.bp.blogspot.com/_FuCBZ6AUdes/S3A6E1lzyAI/AAAAAAAAALk/Cv761jrqNu0/s1600-h/cixi.jpg"&gt;&lt;img style="cursor:pointer; cursor:hand;width: 284px; height: 320px;" src="http://1.bp.blogspot.com/_FuCBZ6AUdes/S3A6E1lzyAI/AAAAAAAAALk/Cv761jrqNu0/s320/cixi.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5435908605015738370" /&gt;&lt;/a&gt;&lt;br /&gt;A rather extreme example is the empress dowager Cixi, famous for leading Qing Dynasty into complete ruins over a hundred years ago. In 1894, the empress was about to have her 60th Birthday, despite desperately tight navy budget and the economic situation of the whole country, despite all the courtiers begging her in tears, CiXi was determined to throw out an extravagant celebration, including building the Summer Palace. Her reason was:" My 60th Birthday celebration is not for me, an old lady, it's for the country, to save the face of Qing Dynasty. It's to show to all other countries that our Kingdom is capable and strong, and economically thriving." And she gained some support from that reason.&lt;br /&gt;&lt;br /&gt;Of course in the end, she lost the navy battle with Japanese, she also lost her kingdom. But just look how far Chinese would go for the purpose of "saving face".&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Guanxi:&lt;/span&gt; Guanxi can be translated as relationship. But it's more than relationship with little gifts exchanging around. Guanxi is more personal and more involving. If you have a good Guanxi with someone in work, that means you at least know his/her family for a while. This of course involves gifts exchanging in festivals and mutual benefits sharing. But true friendship also comes out of it. Chinese people are never good at(or not wanting to) separating business networking completely from personal relationships, a single word, Guanxi, includes them both. And it's an important element to evaluate whether you are a successful person in the society.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;The influence of Confucianism and Taoism&lt;/span&gt;: Most confusing part: Confucianism is not a religion while taoism is. Some of its ideas blend in with Taoism, as taoism values harmony with the nature and avoiding conflicts most. Ask any Chinese people, they may say "I'm a Buddhist, I believe in Buddhism." ( as my grandma does. She was converted from an atheist about ten years ago and goes to the temple every two weeks regularly)，but nobody would say" I believe in Confucianism.", as it's not a religion and there is nothing to "not believe" in Confucianism. we all obey the rules: respect the older people, try to remain peaceful and calm with the surroundings, avoid conflicts,and be moderate, etc. Even for those few who remain illiterate and have no idea who Confucius is. It's running in the blood.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Public Relations in High Context Culture China&lt;/span&gt;:&lt;br /&gt;A few brief thoughts.&lt;br /&gt;&lt;br /&gt;Geographically, Northern China has more high context culture environment than Southern China.&lt;br /&gt;&lt;br /&gt;PR practitioners in Public Sector,Political Communication and NGO sectors would need to be prepared for more high context environment, while for Fashion and consumer PR, a relatively low context culture has formed in China and is more acceptable to direct communications and expressions. It's also a reflection of different age groups.&lt;br /&gt;&lt;br /&gt;Economically more developed cities and areas (aka Tier 1 &amp; Tier 2 cities in China) is more low context compared to those underdeveloped areas.&lt;br /&gt;&lt;br /&gt;For young people who received modern education and live in cities(as myself does) who also are the key target group to FMCG industry , work and career environment tend to be relatively low context, while personal life remains in a high context level.&lt;br /&gt;&lt;br /&gt;Everybody is talking about how big Chinese market is. The truth is, however, this huge market also require specific targeting. There are so many sub-cultures for PR practitioners to know(as the same in other countries), simply using "high context" is far from enough to describe or truly understand it. Professor Hofstede's &lt;a href="http://www.geert-hofstede.com/hofstede_china.shtml"&gt;explanations on his website&lt;/a&gt; are quite clear and academically accurate. However, no single graphic or five indexes could fully explain and demonstrate a culture which has lasted 5000 years. Based on Hofstede's system, I'd like to share more as a participant and inheritor of this culture.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;PDI(Power Distance Index)&lt;/span&gt;:It is true Chinese culture values power and authority more, which roots in thousands of years of monarchy. Every child at a early age would be taught to respect the old, the teacher, and obey all the family rules and social traditions. In the old days, these two can never be offended, while in modern society, everyone learns to deal with boss/leader/supervisor with extra care. It is, to some extent, increases bureaucracy and other problems, while on the hand, also helps to maintain the stability (even just superficially) of the organization and the society for the longest possibility. To challenge authority would forever be the last option to consider for Chinese as one of the core principles of Chinese Culture is the pursuit of "harmony" with surroundings and environment. So whenever a problem emerges, the first question that comes along would always be "How do we work around this under such situation?", not "How do we change the situation/challenge the authority to solve the problem?"&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;IDV(Individualism)&lt;/span&gt;:It is the lowest index as Chinese culture is always collectivism(or values collectivism most). There is an old Chinese saying:" Bullets always come to the bird who flies ahead." Chinese culture believes in "harmony", which also means blending in the environment. If a person gets into the limelight too much, it would be considered either he/she has personality flaws(arrogance is considered to be most shameful) or bad luck would soon to happen to him/her. In some way, low IDV connects to PDI, as the worship/respect to power sacrifices individualism.This reflects more on advertising as buying nutrition products is for your parents and to show your filial obedience, and taking flu pills is to control the cold, and leave a good impression for your boss and your colleagues, etc. It's not about "you", it's about the group you are in.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;MAS(Masculinity)&lt;/span&gt; : This is rather vague. Descendant from agricultural culture, Chinese culture is fundamentally feminine, while after thousand years of monarchy, the power of Emperor/Father of the whole kingdom has been repeatedly strengthened and symbolized to every aspect of Chinese social and culture life.A traditional and typical(or ideal) Chinese social structure would be a big family(preferably four generations living together)under the absolute authority of the father/grandfather,while outside the family, everything was ruled and regulated by one single power, referred as the Emperor/Father of the kingdom/Son of the Heaven. However, as society develops, masculinity is no longer that obvious. Nowadays, generally speaking, North China tends to have more masculine culture while South China is more feminine in terms of culture.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;UAI(Uncertainty Avoidance Index):&lt;/span&gt;: Chinese people are masters of playing words with ambiguousness and uncertainty. Westerns often find it difficult to truly understand Chinese during conversations as they always mean "no" by saying "yes" or vice versa. And a lot remains unsaid during daily life. A simple example from myself, I've never said "I love you" to my parents or to my closet friends. One day, I sent an catch-up email with the ending "I love you" to one of my best friends, and she panicked and replied: Is everything OK with you? Anything wrong? Deep in the culture, people think the most precious emotions or feelings should be kept unsaid, and the recipient of this emotion/feeling is supposed to know/figure out on his/her own. Same with the meanings of conversations. Direct "yes" or "no" would be seen as rude and impolite. Efficiency can be sacrificed but relationships with the person you are talking to can not be hurt.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;LTO(Long Term Orientation):&lt;/span&gt; The central government has "Five-Year Plan" and "Ten-Year Plan" as a regular report to the whole nation, setting goals for this period of time in future, usually quite strategic and obscure. Chinese people are always saving for the future, planning for the future, even bearing a son is for the purpose of "being taken care of by him when we are old." Everything we do now is crystal clear for the benefit of future. That's also why so many emperors in history would have their tombs built as the first and most important thing to do when they ascended the throne.&lt;br /&gt;&lt;br /&gt;All the above five indexes are true, in terms of traditional and fundamental Chinese culture. However, modern society has changed a lot. Individualism and efficiency are being paid more and more attention, especially in those greatly developed cities and areas. Younger generations also have swifted away from those traditional core principles. Knowledge is no longer a privilege or a compulsory test, it's become our own choices and learning has become our daily habits.&lt;br /&gt;&lt;br /&gt;With those biggest information sharing platforms on Internet, the boundaries between amateurs and professionals are more and more blur. One can no longer assume that he gets ahead of other people just because he knows a bit more---click google, in 2 seconds, others will catch up.&lt;br /&gt;&lt;br /&gt;Therefore, how do we judge the credibility in terms of online PR campaigns? It is said opinions from amateurs are generally more trustworthy than those from professional journalists. What if ordinary audience can no longer distinguish who is the amateur and who is the professional?&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The new trend of "social search" may suggest that people don't really care about "the professionals" in terms of online credibility. There are millions of blogs on Internet now with people publishing their individual perceptions of different things every minute,while microblogs such as Twitter empowers people to share their minds literally every second. &lt;br /&gt;&lt;br /&gt;Social Media is based on the Web, which "offers something for free, it undercuts the authority, and it enables ordinary people to shape knowledge together. The web has one search engine, one marketplace, one bookshop, and one social network that matter."&lt;br /&gt;&lt;br /&gt;If we pay more attention, we'd realized that there is barely a competitor for Facebook or Twitter. And for search engine giant Google, their current rivals in the market, Yahoo! and the rookie Bing are far from competitive. &lt;br /&gt;&lt;br /&gt;"When you think about it, it’s odd that there’re no competitors to facebook. There’s competition for everything in a capitalist society. Does that fact demonstrate that in fact internet is a limited place for all the rhetoric about entrepreneurial and culture freedom?" The typical example is one of most influential blogger on Web, Arianna Huffington and her Huffington Post. Although it looks like democratic as one ordinary person can establish her influence in politics simply using a blog, fewer has realized that for Arianna, having a personal family background of being related &amp; connected to wealth and inside politic loops enables her to have all firs-handed resources for a successful social media platform, in this case it is actually "Power gives you a voice online". And ironically, now Huffington Post looks more like a online version of a traditional newspaper rather than what it was like before--with individuality and originality.&lt;br /&gt;&lt;br /&gt;"The very lack of regulation on the web means that those with most resources can shout the loudest, and can impose their brands and their authority." And that's the case with Arianna. &lt;br /&gt;&lt;br /&gt;So where does Public Relations Stand in this situation? One thing we know for sure is that Social Media dosent necessarily leads to democracy. There will still be some sort of hierarchy that needs professional communication between different levels and towards different groups. The video showing how American soldiers rescuing Private Jessica Lynch looked extremely familiar to some Hollywood films. In fact, one of the biggest Hollywood producer Jake Bruckheimer and fellow producer Bertram van Munster have been associated with this story in all kinds of later reports as they share a good relationship with Pentagon. During this film, the video was used to compare with the famous film "Black Hawk Down" which was also produced by Bruckheimer and shared the same "rescue" plot,and even the camera shooting looked similar. &lt;br /&gt;&lt;br /&gt;According to John Kampfne from the Guardian:"Back in 2001, the man behind Black Hawk Down, Jerry Bruckheimer, had visited the Pentagon to pitch an idea. Bruckheimer and fellow producer Bertram van Munster, who masterminded the reality show Cops, suggested Profiles from the Front Line, a primetime television series following US forces in Afghanistan. They were after human stories told through the eyes of the soldiers. Van Munster's aim was to get close and personal. He said: 'You can only get accepted by these people through chemistry. You have to have a bond with somebody. Only then will they let you in. What these guys are doing out there, these men and women, is just extraordinary. If you're a cheerleader of our point of view - that we deserve peace and that we deal with human dignity - then these guys are really going out on a limb and risking their own lives.'&lt;br /&gt;&lt;br /&gt;It was perfect reality TV, made with the active cooperation of Donald Rumsfeld and aired just before the Iraqi war. The Pentagon liked what it saw. That approached was taken on and developed on the field of battle in Iraq."&lt;br /&gt;&lt;br /&gt;Now most opinions tend to believe there's a big twist in Jessica Lynch story. While at that time, when this video was first released by Pentagon, almost everyone believed the story without even a blink. The Hollywood way of telling and selling a story was perfect. Even when later journalists and reporters went to Iraq to discover the truth behind it, the doctor being interviewed said: "&lt;span style="font-weight:bold;"&gt;It was like a Hollywood film.&lt;/span&gt; They cried, 'Go, go, go', with guns and blanks and the sound of explosions. They made a show - an action movie like Sylvester Stallone or Jackie Chan, with jumping and shouting, breaking down doors." An Iraqi doctor used Hollywood film to describe a real happening scene, that's a good proof of how deeply rooted this "style" and way of value is among almost everywhere in this planet. And that's exactly where Hollywood's influential power lies in. It's no longer just a wonderland for making big money out of chic-flick movies, or it never was.&lt;br /&gt;&lt;br /&gt;Back to WWII, Hollywood already played an important role in the war propaganda as "A strong aspect of American culture then as now was a fascination with celebrities...Hollywood studios also went all-out for the war effort, as studios allowed their major stars to enlist, and also created propaganda films to remind American moviegoers of their heritage. Many of the finest films of the era are about the war, such as Casablanca, Mrs. Miniver, and Going My Way, while others, such as Yankee Doodle Dandy, focused on patriotism." (WiKi,United States home front during World War II: Propaganda and Culture).&lt;br /&gt;&lt;br /&gt;Movies always tend to be a most direct and involving way to sell s story(Of course that's what movies are supposed to do)and promote certain opinions, and that's why it's also one of Hitler's favourite propaganda tools. Nowadays, as Hollywood basically takes over every big screen all over the world, as a perfect propaganda resource, it cant be underestimated both on and off screen.&lt;br /&gt;&lt;br /&gt;Another example is Dalai Lama.He is excellent in using Hollywood influence to emplanting his opinion about Tibet issue into almost the whole western society. He spends a lot of time in Hollywood and make friends with all the celebrities. Then there are movies made, celebrities speaking out, his ideas and opinions were constantly broadcasted by the largest movie making industry in the world.&lt;br /&gt;&lt;br /&gt;However, you need to be more careful and stay behind when it comes to using Hollywood power as Hollywood itself is about nothing but high exposure and being scrutinied 24/7. Truth and lies are so close to each other that one key element to control media in a propaganda is to control the distance between media and the truth.&lt;br /&gt;&lt;br /&gt;In the film made by BBC 2, "War Spin", there were generally two ways to control the media in Iraq War:&lt;br /&gt;1. Get media close &amp; personal;&lt;br /&gt;2. Keep media at a certain distance to make sure what they get is a prepared sitcom instead of the truth.&lt;br /&gt;&lt;br /&gt;For the first part, embedded journalists were used by Pentagon and UK armies. Based on the film, those journalists admitted themselves that being involved directly in the frontier, it was difficult to keep objective positions as they were supposed to. Some even got a bit carried away by wearing military uniforms and joining the fights. Under such situations, the perceptions from these embedded reporters of the military and the war itself would tend to be positive and supportive. Media people are always keen on first-hand facts. Therefore, to make themselves believe that they are "close and personal" to the "facts" is usually effective regarding media control.&lt;br /&gt;&lt;br /&gt;The second part is to set up a "media center" miles away from the real battlefield and put all the journalists and reporters in the media center, feed them everyday with a planned &amp; prepared brief meeting,in which all the information comes from the military. The media people were geographically close to the war, but far far away from "what's really happening". Although doubts and question would be raised eventually, it was quite handy in terms of controlling the media for a quite long time at the beginning.&lt;br /&gt;&lt;br /&gt;War is one specific field for propaganda. More generally these methods can be applied to broader areas, such as politics. When seeing the scene of daily brief meetings from military filled with reporters raising their hands all the time, it reminded me instantly of the unforgettable May in 2008 for China.&lt;br /&gt;&lt;br /&gt;Only an hour after the Earthquake, Prime Minster Wen was already in the helicopter to the stricken area, with the order of transferring troops for help at the same time. It was said to be one of the fastest military reaction in history. However, the restraining of foreign reporters coming to the quake area in the first couple of days created quite negative impact on the central government (as similar as issues before). Because the media cant get close and personal to the story, doubts and negative feedback were created---"What on earth is going on there that you don't want us to see?" Later on the disaster actually turned out to inspire numerous stories about humanity and love as more and more media was allowed in. &lt;br /&gt;&lt;br /&gt;Lessons were learned when Xin Jiang Incident happened in 2009. The government gave an unprecedented quick &amp; open gesture to brief and invite all major foreign medias to Urumqi at the first moment. Western reporters got the news even earlier than local newspapers. Meanwhile, daily briefing was also held. Therefore the media people could feel they "are at the frontier to face the truth", which helped the reports and features to be more neutral and even supportive. &lt;br /&gt;&lt;br /&gt;So to control the media in a propaganda, distance matters. The worst would be completely shut the media away, which would only push the media to a confronting position, with no where near being controllable but skeptical. On the other hand, embedding the media into the incident at real time would gain their support much easier as reporters can hardly escape the influence of getting involved. As one of the BBC reporter said in War Spin: " Of course you should try to be as objective as you can.
